Just a guess on my part……
The originator of this Bill had good intentions,
by limiting the number of “Storm chasers” that are causing risks to fellow motorist near them.
Making this Bill Law may bring some limits to those just wanting to serve the public,
this would of course be a bad thing if it inhibited any early warning that could be afforded to citizens.
Many of us have seen live feeds where the operator of the Storm Chasing vehicle
was not focused enough on operating their vehicle safely.
Just my opinion.
